The Dow Chemical Company, Louisiana Operations; Plaquemine Site (Dow) has notified the Louisiana Department of Environmental Quality (LDEQ) of a Class 1 permit modifications for the hazardous waste permit number LAD008187080.  Dow is notifying all persons on LDEQ’s facility mailing list who have requested notifications of hazardous waste activities at Dow’s Plaquemine location.


This notification was filed with the LDEQ on July 24, 2013 requesting a determination of a class 1 modification to update the Solvents/EDC Thermal Treatment Unit (TTU) F-700 incinerator pilot lighting system design.   On August 27, 2013 LDEQ approved the Class 1 Modification in accordance with LAC33:V.322.A.3. The replacement pilot lighting system upgrade is considered functionally equivalent, no permit conditions or supporting permit documents will change as a result of this upgrade.  

Rubicon submitted to the Louisiana Department of Environmental Quality, Permits Division a Class 1 Permit Modification to its Hazardous Waste Operating Renewal Permit.  A Class 1 Permit Modification is the most minor form of permit modifications.  The Class 1 Hazardous Waste Permit Modification was dated September 27, 2013.  The modification addressed the upgrading of existing transfer piping with pre-insulated traced tubing/piping among permitted hazardous waste tanks MS-603, MS-2303 and MS-431. This public notice is being provided to all persons on the facility mailing list and appropriate units of state and local governments in accordance with LAC 33:V.321.C.1.a.ii.

Solvay USA Inc. in Baton Rouge, Louisiana located at 1275 Airline Highway, Baton Rouge, Louisiana is notifying you of a Class 1 Permit Modification to their Hazardous Waste Permit, LAD008161234, which became effective May 26, 2009. As required by the Louisiana Department of Environmental Quality (LDEQ) regulations, Solvay USA Inc. is mailing this notice to everyone who has requested that they be notified of hazardous waste-related activities at the Solvay USA Inc. Baton Rouge Facility and is on the LDEQ facility mailing list maintained and provided by LDEQ.
Solvay USA Inc. (Solvay) has submitted to the LDEQ a notification of a Class 1 Permit Modification to its Hazardous Waste Operating Permit in accordance with LAC 33:V.321.C. Solvay USA Inc. has replaced two furnace torsionators. The torsionators are used to direct air flow through the furnace and assist with complete combustion. The current torsionators have been in service for several years and have undergone severe heat stress and require replacement to prevent mechanical failure. The new torsionators will be a replacement in kind with no change in material of construction. The new torsionators will also be placed in the same location as the previous furnace torsionators. Solvay believes this modification falls within the criteria for Class 1 Permit Modification per LAC 33:V.322.A.3. Details of the modification made are described below.
This modification will not alter design or operation. This change will not alter the permit conditions or reduce the capacity of the facility to protect human health and the environment.
A Class 1 Permit Modification is the most minor type of permit modification. This modification will not adversely change any hazardous waste operations at the site.
