LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)
INTERCONTINENTAL TERMINALS COMPANY
ANCHORAGE CHEMICAL TERMINAL
The LDEQ, Office of
Environmental Services, is accepting written comments on the proposed
Part 70 air operating permit renewal/modification for Intercontinental Terminals
Company, 2449 N River Road, Port
Allen, Louisiana 70767 for the Anchorage Chemical Terminal. The facility is located at 2449 N River Road, Port
Allen, West Baton Rouge Parish.
Intercontinental
Terminals Company
requested a
Part 70 air operating permit renewal/modification for the Anchorage Chemical
Terminal. Intercontinental Terminals
Company proposes the following:
• Add Crude C5 Product as a
commodity to be received by the facility, stored on-site, and distributed to
customers via all modes of transportation with the exception of tank trucks;
• Add isobutylene as a commodity
handled at the facility, as it was inadvertently omitted from the previous
permit;
• Increase the currently
permitted Crude Butadiene tankcars flared for maintenance from 50 to 75 per
year;
• Increase the currently
permitted Refined Butadiene product barges flared due to nitrogen content from
5 per
year to 10 per year;
• Update the component count
associated with Fugitive Hydrocarbon Emissions (FUG 0001);
• Incorporate PM2.5 emissions
from all applicable emission sources into the permit;
• Update emission factors for
PM10, NOx, CO, and SO2 emissions from flare combustion of waste hydrocarbon
gas;
• Incorporate NESHAP Subpart ZZZZ
regulations for applicable emission sources; and,
• Update the Insignificant Activities
List.

A technical review
of the working draft of the proposed permit was submitted to the facility
representative and the LDEQ Inspection Division. Any remarks received during the technical
review will be addressed in the “Worksheet for Technical Review of
Working Draft of Proposed Permit”. All remarks received by LDEQ
are included in the record that is available for public review.
Comments
and requests for a public hearing or notification of the final decision
can be submitted via personal delivery, U.S. mail, email, or fax. Comments and
requests for public hearings must be received by 4:30 pm CST, Thursday,
February 27, 2014. Delivery
may be made to the drop-box at 602 N. 5th St., Baton Rouge, LA

LDEQ finds a significant degree of public interest, a public hearing will be
held. LDEQ will send notification of the
final permit decision to the applicant and to each person who has submitted
written comments or a written request for notification of the final decision.
The application, proposed permit
and statement of basis available for review at the LDEQ, Public
Records Center, Room 127, 602 North 5th Street, Baton Rouge,
LA. Viewing hours are from 8:00 a.m. to
4:30 p.m., Monday through Friday (except holidays). The
available information can also be accessed electronically on the Electronic
Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
