DRAFT WATER DISCHARGE PERMIT

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for St. James Services, LLC, Barge "Auger-1", 9114 Stevedoring Road, Convent, LA  70723.  The facility will operate on the Mississippi River between River Miles 8.0 and 231 and other connecting commercial water transportation accesses in Plaquemines, St. Bernard, Orleans, Jefferson, St. Charles, St. John the Baptist, St. James, Iberville, Ascension, East Baton Rouge and West Baton Rouge Parishes; the Mississippi River Gulf Outlet in Orleans Parish; at Port Manchac on Pass Manchac in Tangipahoa Parish; at the Port of Baton Rouge on the Intracoastal Waterway between River Miles 228.5 – 229.5 in West Baton Rouge Parish; at the Port of Lake Charles on the Intracoastal Waterway and other connecting commercial water transportation accesses in Calcasieu Parish; at the Port of St. Bernard on the Mississippi River at River Mile 90.5 on the Chalmette Slips in St. Bernard Parish; and at the Port of New Orleans on the Mississippi River between River Miles 91.7 and 102 from Albo Street to the Henry Clay Avenue Wharf in Orleans Parish.       


During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

SWIFT ENERGY OPERATING, LLC / WEST SIDE FACILITY / LAKE WASHINGTON FIELD

The LDEQ, Office of Environmental Services, is accepting written comments on a proposed Minor (Synthetic) Initial permit for Swift Energy Operating, LLC, 16825 Northchase Drive Ste 40, Houston, TX 77060 for the Lake Washington Field of the West Side Facility.  The facility is located 9.5 miles southwest of Port Sulphur, Plaquemines Parish.

Swift Energy Operating, LLC requested authorization to make the following changes:



1.      Add a gas operated chemical injection pump, EP CIP-01;
2.      Add a Slop Oil Tank, EP T-08;
3.      Decrease the facility’s annual condensate/crude oil production to 2,007,500 barrels;
4.      Reconcile the fugitive emissions, EP FE-01;
5.      Establish an emissions cap limiting, by a federally enforceable condition, the combined operating hours of the two 1478 horsepower Natural gas fired generators, EP GE-01 and EP GE-02, to 10,512 hours for any consecutive twelve month-period.  The cap is intended to keep the facility-wide emissions below the major source threshold; and
6.      Update the emissions of the below listed emission sources due to new facility analyses:
a.      Combustion engines: EP CE-01 → EP CE-04 and EP GE-01 → EP GE-03,
b.      Combustion flares, EP FL-01 → EP FL-03,
c.      Dehydration unit components, EP GR-01 and EP GV-01,
d.      Natural gas burners, EP HT-01 → EP HT

PROPOSED PART 70 AIR OPERATING PERMIT RENEWAL & MODIFICATION

The LDEQ, Office of Environmental Services, is accepting written comments on a Part 70 Air Operating Permit Renewal & Minor Modification for Lafourche Sugars, LLC, 141 Leighton Quarters Road, Thibodaux, LA 70301 for the Leighton Factory.  The facility is located at 141 Leighton Quarters Road, Thibodaux, Lafourche Parish.

Lafourche Sugars LLC-Leighton Factory requested a renewal permit. The Leighton Factory is a raw sugar mill that processes sugarcane and produces raw sugar and final molasses.  Sugarcane is crushed in the mill to extract its juice.  Juice is clarified and evaporated to thick syrup, which is further concentrated to cause crystallization.  Raw sugar crystals are separated from the mother liquor in centrifuges; the liquor is returned to process for additional concentration and extraction of raw sugar.  After recovering as much sugar as possible from the mother liquor, the resulting final molasses (blackstrap) is stored for sale.Testing requirements have been added to Boilers 1, 3, and 4 as well as updates to federal and state regulations.

         * Use of any material containing a TAP listed in Table 51.1, 51.2, or 51.3 of LAC 33:III.Chapter 51 is permitted.  Emissions of any TAP for which this permit lists a facility-wide emission limitation shall be limited to the amount stated.  Emissions of any TAP for which this permit does not list a facility-wide emission limitation shall be limited to 9.49 tons/yr, or the Minimum Emission Rate (MER) for that TAP as listed in Tables 51.1 and 51.2 of LAC 33:III.5112, whichever is less.  Emissions of any TAP not listed in the “Emission Rates for TAP/HAP and Other Pollutants” section of this permit in an amount greater than or equal to the MER shall require a permit modification prior to use.  Permittee may emit any TAP listed in Table 51.3 of LAC 33.III.5112 at any rate so long as the facility-wide total emission of TAP remains below the amount shown above.

^ This total includes a cap of 20.000 tons/yr and additional TAPs from other emission points.
