ST. JAMES SERVICES, LLC/BARGE "AUGER-1"
DRAFT WATER
DISCHARGE PERMIT
The
LDEQ, Office of Environmental Services, is accepting written comments on a draft
Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for St. James Services, LLC, Barge "Auger-1", 9114 Stevedoring Road, Convent, LA 70723.
The facility will operate on the Mississippi River between River
Miles 8.0 and 231 and other connecting commercial water transportation accesses
in Plaquemines, St. Bernard, Orleans, Jefferson, St. Charles, St. John the
Baptist, St. James, Iberville, Ascension, East Baton Rouge and West Baton Rouge
Parishes; the Mississippi River Gulf Outlet in Orleans Parish; at Port Manchac
on Pass Manchac in Tangipahoa Parish; at the Port of Baton Rouge on the
Intracoastal Waterway between River Miles 228.5 – 229.5 in West Baton Rouge
Parish; at the Port of Lake Charles on the Intracoastal Waterway and other
connecting commercial water transportation accesses in Calcasieu Parish; at the
Port of St. Bernard on the Mississippi River at River Mile 90.5 on the
Chalmette Slips in St. Bernard Parish; and at the Port of New Orleans on the
Mississippi River between River Miles 91.7 and 102 from Albo Street to the Henry
Clay Avenue Wharf in Orleans Parish.
The principal discharge from this proposed source is made into
any basin and subsegment located
within the Mississippi River between River Miles 8.0 and 231, the Mississippi
River Gulf Outlet, Pass Manchac, the Intracoastal Waterway between River Miles
228.5 and 229.5, the Intracoastal Waterway in Calcasieu Parish, and other
connecting commercial water transportation accesses, waters of the
state classified for primary
contact recreation, secondary contact recreation, propagation of fish and
wildlife, drinking water supply (Mississippi River), and oyster propagation
(Mississippi River Gulf Outlet).
Under the SIC Codes 8999
and 4499, the applicant
proposes to discharge equipment/deck
washdown water, maintenance ballast and void water, and treated sanitary
wastewater from a proposed coal and coke sampling auger deck barge.
During
the preparation of this permit, it has been determined that the discharge will
have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change
in existing water quality may occur.
Comments and requests for a public hearing or
notification of the final decision can be submitted via personal
delivery, U.S. mail, email, or fax. Comments
and requests for public hearings must be
received by 4:30 pm CST, Tuesday, March 11, 2014. Delivery may be made to the drop-box at 602 N.
5th St., Baton Rouge, LA 70802.

If LDEQ finds a significant degree of public interest, a
public hearing will be held. LDEQ will
send notification of the final permit decision to the applicant and to each
person who has submitted written comments or a written request for notification
of the final decision.
The application, draft permit, and statement of
basis are available for review at the LDEQ, Public Records Center, Room 127,
602 North 5th Street, Baton Rouge, LA. Viewing hours are from 8:00 a.m. to 4:30
p.m., Monday through Friday (except holidays).
The available information can
also be accessed electronically on the Electronic Document Management System
(EDMS) on the DEQ public website at www.deq.louisiana.gov.
