TOTAL PETROCHEMICAL & REFINING USA, INC./CARVILLE POLYSTYRENE PLANT

The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for TOTAL Petrochemical & Refining USA, Inc., Carville Polystyrene Plant, Post Office Box 98, Carville, Louisiana  70721.  The facility is located at 6225 Highway 75 in Carville, Iberville Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this  source  made into Bayou Braud via local drainage, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife.  Under the SIC  2821, the applicant proposes to discharge low contamination potential stormwater runoff from developed and undeveloped portions of the site and de-minimis wastewaters including steam trap condensate, fire system test water, eyewash and safety shower water, uncontaminated clarified water, general facility washwater (facility washdown water, irrigation water, dust control, etc.), uncontaminated hydroblast water, low contamination potential stormwater runoff from the hopper car loading area and the main warehouse roof and previously monitored hydrostatic test wastewater from a polystyrene production plant.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.
