PROPOSED INITIAL PART 70 AIR OPERATING PERMIT AND PREVENTION OF SIGNIFICANT DETERIORATION (PSD) PERMIT

The LDEQ, Office of Environmental Services, is accepting written comments on the proposed Part 70 Air Operating Permit and PSD permit for Hinterland LLC, Box 1095, Woodville, MS 39669  for the Hinterland Manufacturing Facility.  The facility is located at 1301 D.A. Biglane Road in Vidalia, Concordia Parish.

Hinterland LLC requested an initial Part 70 Air Operating Permit and PSD permit.



The Hinterland Manufacturing Facility consists of the following areas producing wood pellets from logs and wood waste:

Receiving/Storage Yard: Logs and wood waste will be received and unloaded into the storage yard.

Log Debarking/Chipping Area/Chip Storage Pile: Unloaded logs and wood waste is then sent to be debarked, chipped and stored. Green chips may also be shipped off-site to be sold.

Dryer Island Area: High moisture (green) chips will be sent through the dryer island, which consists of the two Solar Mars 100-16000S natural gas-fired turbines/generators and a rotary dryer to reduce moisture content. The dryer is heated by excess heat from the turbines' exhaust gasses produced during combustion of natural gas for generation of electricity. Dryer exhaust gasses are also recycled (5%) to cool the air coming into the dryer to reduce the risk of fire and pollutants emitted. Dryer exhaust gasses that have not been recycled are treated by a Regenerative Thermal Oxidizer (RTO) for volatile organic compound (VOC) and carbon monoxide (CO) destruction prior to discharge to the atmosphere.

Dry Grind Pellet Manufacturing Area: Dry chips are then sent to the grinding and pellet manufacturing area to grind and form the pellets. This area includes fugitive dust and VOC capture and control by a cyclone/baghouse unit and a second RTO. Fire protection/mitigation equipment is also provided.

The proposed Hinterland Manufacturing Facility has the potential to emit greater than 100,000 tons per year  CO2e and thus the facility will be a major source with regards to the PSD and Part 70 Operating Permit Programs.

PSD review on the proposed facility has been conducted in the PSD Permit PSD-LA-776, was processed concurrently with this operating permit.  All PSD permit terms and conditions have been incorporated into this operating permit.

A technical review of the working draft of the proposed permit was submitted to the facility representative and the LDEQ Inspection Division.  Any remarks received during the technical review will be addressed in the “Worksheet for Technical Review of Working Draft of Proposed Permit”.  All remarks received by LDEQ are included in the record that is available for public review.

Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax.  Comments and  requests for public hearings must be received by 4:30 pm CST, Wednesday, March 12, 2014.  Delivery may be made to the drop-box at 602 N. 5th St., Baton Rouge, LA 70802.  U.S. Mail may be sent to LDEQ, Public Participation Group, P.O. If LDEQ finds a significant degree of public interest, a public hearing will be held.  LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.

The proposed Part 70 Air Operating Permit, the Air Statement of Basis and the proposed PSD Permit  available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA.  Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays).  The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
