EXXONMOBIL REFINING AND SUPPLY COMPANY, ANCHORAGE TANK
FARM
The LDEQ, Office of Environmental Services, is accepting written comments on the proposed Part 70
Air Operating Permit Renewal/Modification for
EXXONMOBIL Refining
and Supply Company, Post Office Box 551, Baton Rouge, LA 70821 for
the EXXONMOBIL Refining
and Supply Company - Anchorage Tank Farm. The
facility is located at 1420 Lafiton Lane, across the Mississippi River from the ExxonMobil Baton Rouge Refinery in
Port Allen, West Baton Rouge Parish.
EXXONMOBIL Refining and
Supply Company requested a renewal and
modification of the Part 70 Air Operating Permit for the EXXONMOBIL Refining
and Supply Company - Anchorage Tank Farm. The Anchorage Tank Farm (ATF) stores various
refinery streams. The facility consists
of fixed roof, internal floating roof (IFR) and external floating roof (EFR)
tanks of various capacities. The
facility also has a natural gas fired boiler. The ExxonMobil Refining and Supply Company
uses this facility to receive crude oil brought in by pipeline, ships and
barges and then transfers the crude oil across the Mississippi River to the
BRRF.
In this modification ExxonMobil proposes the following:
•Remove Tanks ATF/TK1516 and ATF/TK1519 from CRG005 and from
the permit as these tanks have been dismantled.
•Revise the regulatory applicability for ATF/TK1525,
ATF/TK1536, ATF/TK1538, and ATF/TK1539 to show that these tanks comply with 40
CFR 60 Subpart Kb. These tanks have been
reconstructed and are being included in a new common requirements group.
•Remove IFR Tank ATF/TK 1500 and Specific Requirement 19 from
CRG0001 and list Specific Requirement 19 separately under Tank ATF/TK1500. This tank is an IFR included in the STERPA
agreement.
•Remove IFR Tank ATF/TK 1505 and Specific Requirement 85 from
CRG0004 and list Specific Requirement 85 separately under Tank ATF/TK1505. This tank is an IFR included in the STERPA
agreement.
•Remove Tanks ATF/TK1523 and ATF/TK1539 from CRG0005, as
these tanks have been reconstructed and are now subject to NSPS Kb.
•Remove the individual requirements starting with Specific
Requirement 140 listed under Tank ATF/TK1509X as Tank ATF/TK1509X is included
in CRG0001; these are redundant requirements.
•Add existing but non-quantified hydrogen sulfide (H2S)
emissions to crude tanks;
•Limit the non-emergency hours of use for Emergency Diesel
Engines P-13 and P-22, to 100 hours pursuant to 40 CFR 63 Subpart ZZZZ, with
unlimited hours for emergency use.
The company is also requesting reconciliation of emissions
due to emission factor updates.

The facility is a minor source of criteria pollutants,
a minor source of CO2e, greenhouse gas emissions, an area (minor) source
of HAPs, and a minor source of TAPs. The
facility is contiguous with the Anchorage Chemical Terminal, which is operated by Intercontinental Terminals Company, and also
owned by EXXONMOBIL Refining and Supply
Company.
These facilities are located in West Baton Rouge
Parish which is a parish that is designated marginal, non-attainment, for
ozone. Both facilities are considered
minor sources for criteria pollutants, under the NNSR program, LAC 33:III.504,
but because of LAC 33:III.504.M.2, offset provisions, the facilities have
elected to keep their Part 70 Operating Permit status.
A
technical review of the working draft of the proposed permit was submitted to
the facility representative and the LDEQ Inspection Division. Any remarks received during the technical
review will be addressed in the “Worksheet
for Technical Review of Working Draft of Proposed Permit”. All remarks received by LDEQ are included in the record that is
available for public review.
Comments and requests for a public hearing or notification of
the final decision can be submitted via
personal delivery, U.S. mail, email, or fax. Comments and
requests for public hearings must be received by 4:30 pm CST, Thursday,
March 20, 2014. Delivery may

significant degree of public interest, a public hearing will be held. LDEQ will send notification of the final
permit decision to the applicant and to each person who has submitted written
comments or a written request for notification of the final decision.

part 70 air operating permit, statement of basis, and technical review available for review at the
LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton
Rouge, LA. Viewing hours are from 8:00
a.m. to 4:30 p.m., Monday through Friday (except holidays). The
available information can also be accessed electronically on the Electronic
Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
