The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Bertucci Industrial Services, LLC, Mississippi Operations (1), 1485 29th Street, Kenner, Louisiana  70065.  The facility is located operating between River Miles 0 and 247 on the Mississippi River in Plaquemines, St. Bernard, Orleans, Jefferson, St. Charles, St. John the Baptist, St. James, Ascension, Iberville, East Baton Rouge, and West Baton Rouge Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this  source  made into the Mississippi River, waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife, and drinking water supply.  Under the SIC  4491, the applicant proposes to discharge dry commodity barge/vessel washwater and coal and coke barge/vessel washwater from an existing mobile barge/ship cleaning operation.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

The LDEQ, Office of Environmental Services, is accepting written comments on a proposed synthetic minor source air operating permit for Centerpoint Energy Gas Transmission, LLC, 4500 W. 61st Street, Little Rock, AR 72209  for the Sligo Soil Remediation Facility.  The facility is located at Arkla Plant Rd (off Sligo Rd) in Haughton, Bossier Parish.

Centerpoint Energy Gas Transmission, LLC requested a modification of the permit to address an increase in emissions associated with the existing soil vapor extraction/in-situ air sparge (SVE/IAS) system (Point Source No. BW-#1, TRT001). Following a recent optimization of the SVE/IAS system in December 2011, CEGT has observed improved efficiency in the removal of volatile organic compounds (VOC) from groundwater and the vadose zone. CEGT is therefore requesting a modification to the existing permit resulting in an increased threshold of total annual air emissions of VOCs. To allow for greatest operational flexibility, CEGT is requesting that facility-wide HAP emissions be permitted at less than 9.00 tpy for each individual HAP and 24.75 tpy for total HAPs combined.

Rhodia Inc. in Baton Rouge, Louisiana located at 1275 Airline Highway, Baton Rouge, Louisiana is notifying you of a Class 1 Permit Modification to their Hazardous Waste Permit, LAD008161234, which became effective May 26, 2009.  As required by the Louisiana Department of Environmental Quality (LDEQ) regulations, Rhodia, Inc. is mailing this notice to everyone who has requested that they be notified of hazardous waste-related activities at the Rhodia, Inc. Baton Rouge Facility and is on the LDEQ facility mailing list maintained and provided by LDEQ. 

Rhodia, Inc. has submitted to the LDEQ a notification of a Class 1 Permit Modification to its Hazardous Waste Operating Permit in accordance with LAC 33:V.321.C.
This project will replace six existing actuated plug valves and associated six manual block valves with new stainless plug valves. The existing valves have carbon steel bodies. The new valves will be Xomox Tufline plug valves. They will have stainless steel bodies and trim, and the plug sleeves will be a proprietary Xomox material capable of withstanding temperatures up to 600°F. The design temperature for the pipe material specification is 400°F, but plug valves in this service are specified as “fire sealed”. The high temperature sleeve material is required to meet the external fire (“fire sealed”) condition.  In addition, one pressure transmitter and associated valve will be replaced with equipment similar in design.  The scope of work will also replace four flanges, again, similar in kind.

These modifications and upgrades will not alter design or operation.  This change will not alter the permit conditions or reduce the capacity of the facility to protect human health and the environment.
