BIF Permit Class 1 Permit Modification Request

Rhodia Inc. in Baton Rouge, Louisiana located at 1275 Airline Highway, Baton Rouge, Louisiana is notifying you of a Class 1 Permit Modification to their Hazardous Waste Permit, LAD008161234, which became effective May 26, 2009. As required by the Louisiana Department of Environmental Quality (LDEQ) regulations, Rhodia, Inc. is mailing this notice to everyone who has requested that they be notified of hazardous waste-related activities at the Rhodia, Inc. Baton Rouge Facility and is on the LDEQ facility mailing list maintained and provided by LDEQ.
Rhodia, Inc. has submitted to the LDEQ a notification of a Class 1 Permit Modification to its Hazardous Waste Operating Permit in accordance with LAC 33:V.321.C.
The reasons for the Class 1 Permit Modification are listed below:
1. Unit 1 Treatment Services Carbon Steel Replacement Piping
Rhodia has removed approximately 350 feet of existing 2” carbon steel piping that connects the TS Unit 1 direct burn bay to SARU #1. This section of pipe has been replaced with a new carbon steel pipe. The size and material of construction of the new pipe is identical to that of the old carbon steel pipe. The new Unit 1 carbon steel pipe will be heat traced and insulated in the same manner as the previous Unit 1 carbon steel line. This minor modification went into effect on September 25, 2012.
2. Level Transmitters for Treatment Service Tanks 40D210 and 40D290
The level transmitters currently used on TS tanks 40D290 and 40D210, are manufactured by Siemens. The Siemens radar level transmitter device is inaccurate when the tank is at a low level or empty. At low tank levels, the current level transmitter will read “bad input” or default to a level of ~20%. Rhodia plans on installing new radar level transmitters on 40D290 and on 40D210. The new level transmitters are manufactured by VegaPlus and provide more accurate readings at lower tank levels. The level transmitter in 40D290 has recently been replaced and the level transmitter in 40D210 will be replaced in the fourth quarter of 2012.
A Class 1 Permit Modification is the most minor type of permit modification. This modification will not adversely change any hazardous waste operations at the site or make significant substantive changes to the Material Profile Data Sheet.
A copy of the Class 1 permit modification can be viewed at the Louisiana Department of Environmental Quality, 602 North Fifth Street, Baton Rouge, Louisiana.
