The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Darrow Fleeting and Switching, Inc., Post Office Box 301, Darrow, Louisiana 70725.  The facility is located operating at River Mile 175 on the left descending bank of the Mississippi River, between River Miles 172 and 175 on the left descending bank, and River Mile 180 on the right and left descending bank of the Mississippi River, Darrow, Ascension Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this  source  made into the Mississippi River, waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife and drinking water supply.  Under the SIC  4491 and 3731, the applicant proposes to discharge dry commodity vessel washwater, coal and coke vessel washwater, incoming ballast and void water, facility ballast water and void water and treated sanitary wastewtaer from an existing barge cleaning, repair and fleeting facility.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

The LDEQ, Office of Environmental Services, is accepting written comments on a draft major modification of a Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Reagent Chemical & Research, Inc., St. Gabriel Facility, 115 US Highway 202, Ringoes, New Jersey 08551.  The facility is located at 4140 Geigy Access Road, St. Gabriel, Iberville Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this  source  made into local drainage thence into Bayou Braud, waters of the state classified for primary contact recreation, secondary contact recreation, and fish and wildlife propagation.  Under the SIC  5169 and 4789, the applicant proposes to discharge stormwater runoff from an existing chemical storage and distribution facility.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

This permit is being modified to add a stormwater outfall discharging from the eastern-most boundary of the rail yard.  In accordance with LAC 33:IX.3105.B.2, only those permit limitation and conditions pertaining to the draft modifications are open to public comment.

LION COPOLYMER GEISMAR, LLC proposed Part 70 air operating permit renewal/modification

PROPOSED PART 70 AIR OPERATING PERMIT RENEWAL/MODIFICATION

The LDEQ, Office of Environmental Services, is accepting written comments on he proposed Part 70 air operating permit renewal/modification for Lion Copolymer Geismar, LLC, 6191 Highway 30, Geismar, Louisiana 70734 for the Services and Laboratory Unit.  The facility is located at 36191 Highway 30, at the intersection of Highway 30 and Highway 73, Geismar, Ascension Parish.

Lion Copolymer Geismar, LLC (Lion Copolymer) requested a renewal and modification of the Part 70 Air Operating Permit for the Services and Laboratory Unit.


Activities associated with the Services and Laboratory Unit consist of upkeep and repair of process equipment and plant grounds.  Sources of air emissions include sandblasting, painting, emergency generator and fire pump engines exhaust, fuel storage tanks, oil storage tanks, parts cleaning stations, and other miscellaneous activities in support of the production units at the Facility.  The support laboratory is used for routine quality control/environmental analysis, as well as research and development testing that occurs in the lab and the pilot plant.  Sources of air emissions from the laboratory include solvent and chemical evaporation associated with conducting routine testing and experiments that are released through the laboratory ventilation hoods.  The pilot plant consists of various process equipments that are a source of emissions when the plant is utilized.  In addition to renewing the permit, Lion Copolymer is proposing to:
·         Permit the EPDM Pilot Plant and Lab Reactors that were previously approved Case by Case Insignificant Activities as emission sources;
·         Delete Diesel Driven Air Compressor for Sand Blasting (EPN 2902) as an emission source since portable, non-road engines are now used on an as needed basis, which are now exempted from requirement to obtain a permit;
·         Update Insignificant Activities;
·         Reconcile emission rate estimates based on current facility operations and process knowledge; and
·         Include PM2.5 emission rates.

1Permitted VOC emissions before did not include emissions from the EPDM Pilot Plant and  the Lab Reactors, these activities are approved as Case by Case Insignificant Activities in the previous permitting activity.  This permit contains 4.52 tpy from the EPDM Pilot Plant and 4.33 TPY from the Lab Reactors, as they are now being included as emission points.

The principal discharge from this  source  made into local drainage, thence to Cross Bayou Canal, thence Bayou LaBranche, waters of the state classified for primary contact recreation, secondary contact recreation, and propagation of fish and wildlife.  Under the SIC  2869, the applicant proposes to discharge post first flush process area stormwater, utility wastewaters, miscellaneous wastewaters, and non-process area stormwater runoff from a proposed renewable diesel manufacturing facility.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

This permit was processed as an expedited permit in accordance with LAC 33:I.Chapter 18.
