PROPOSED PART 70 AIR OPERATING PERMIT RENEWAL/MODIFICATION

The LDEQ, Office of Environmental Services, is accepting written comments on he proposed Part 70 air operating permit renewal/modification for Lion Copolymer Geismar, LLC, 6191 Highway 30, Geismar, Louisiana 70734 for the Services and Laboratory Unit.  The facility is located at 36191 Highway 30, at the intersection of Highway 30 and Highway 73, Geismar, Ascension Parish.

Lion Copolymer Geismar, LLC (Lion Copolymer) requested a renewal and modification of the Part 70 Air Operating Permit for the Services and Laboratory Unit.


Activities associated with the Services and Laboratory Unit consist of upkeep and repair of process equipment and plant grounds.  Sources of air emissions include sandblasting, painting, emergency generator and fire pump engines exhaust, fuel storage tanks, oil storage tanks, parts cleaning stations, and other miscellaneous activities in support of the production units at the Facility.  The support laboratory is used for routine quality control/environmental analysis, as well as research and development testing that occurs in the lab and the pilot plant.  Sources of air emissions from the laboratory include solvent and chemical evaporation associated with conducting routine testing and experiments that are released through the laboratory ventilation hoods.  The pilot plant consists of various process equipments that are a source of emissions when the plant is utilized.  In addition to renewing the permit, Lion Copolymer is proposing to:
·         Permit the EPDM Pilot Plant and Lab Reactors that were previously approved Case by Case Insignificant Activities as emission sources;
·         Delete Diesel Driven Air Compressor for Sand Blasting (EPN 2902) as an emission source since portable, non-road engines are now used on an as needed basis, which are now exempted from requirement to obtain a permit;
·         Update Insignificant Activities;
·         Reconcile emission rate estimates based on current facility operations and process knowledge; and
·         Include PM2.5 emission rates.

1Permitted VOC emissions before did not include emissions from the EPDM Pilot Plant and  the Lab Reactors, these activities are approved as Case by Case Insignificant Activities in the previous permitting activity.  This permit contains 4.52 tpy from the EPDM Pilot Plant and 4.33 TPY from the Lab Reactors, as they are now being included as emission points.


A technical review of the working draft of the proposed permit was submitted to the facility representative and the LDEQ Inspection Division.  Any remarks received during the technical review will be addressed in the “Worksheet for Technical Review of Working Draft of Proposed Permit”.  All remarks received by LDEQ are included in the record that is available for public review.

Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax. Comments and  requests for public hearings must be received by 4:30 pm CST, Wednesday, October 17, 2012.  Delivery may be made to the drop-box at 602 N. 5th St., Baton Rouge, LA 70802.  U.S. Mail may be sent to LDEQ, Public Participation Group, P.O. If LDEQ finds a significant degree of public interest, a public hearing will be held.  LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.

The application, proposed Part 70 air operating permit and statement of basis  available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA.  Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays).  The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
