TOWN OF DUSON, DUSON SEWAGE TREATMENT PLANT


The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for the Town of Duson, Duson Sewage Treatment Plant, 498 Toby Mouton Road, Duson, LA 70529.  The facility is located on Betty Ann Street in Duson, Lafayette Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this  source  made into Bayou Queue de Tortue; thence into the Mermentau River, waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife and agriculture.  Under the SIC  4952, the applicant proposes to discharge treated sanitary wastewater from a publicly owned treatment works serving the Town of Duson.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

The principal discharge from this  source  made into the Calcasieu Ship Channel, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife.  Under the SIC  4491 and 4226, the applicant proposes to discharge industrial stormwater runoff, vehicle rinse water, and dust suppression water from an existing marine cargo handling and terminal facility.

DEQ TO SUBMIT 4NEW TMDLs TO EPA


DEQ currently plans to submit 4 new fecal coliform TMDLs to EPA by Sep- tember 30, 2013. A TMDL is a calculation of the maximum amount of a pollutant a water body can receive and still meet the water quality stan- dards. During the same time period, LDEQ will also focus on developing 16 new model projections to help reevaluate the dissolved oxygen criteria at various locations across the state. This ongoing work will ensure that future TMDLs, and their associated wasteload allocations and load allocations, are developed based on criteria that is protective of Louisiana’s waterbodies. It will also lead to the confirmation or revision of existing TMDLs. In addition, LDEQ continues to assist local governments with TMDL implementa- tion. Construction Company Receives Hefty Fine

A construction firm based in northern California recently agreed to pay a $170,000 penalty for illegally dumping to federally protected wetlands during the construction of a strip mall. The company dumped the equivalent of 200 large dump truck loads of material into protected wetlands crucial to neighboring salmon populations.In addition to the penalty, the construction company will spend $150,000 to repair and restore 9 acres of wetlands crucial to these populations.
The federal Clean Water Act (CWA) protects the nation’s coasts, rivers, lakes, streams, and wetlands, which are vital to the protection of human health and the environment.
Section 404 of the CWA requires anyone who proposes to fill and alter protected waterways, including wetlands, to first obtain permit authorization from the U.S. Army Corps of Engineers

LDEQ ACCEPTING PUBLIC COMMENT ON LPDES FOR SMALL CONSTRUCTION ACTIVITIES

The LDEQ, Office of Environmental Services, is accepting written comments on a draft LPDES General Permit for reissuance of the Louisiana Pollutant Discharge Elimination System (LPDES) general permit for storm water discharges from small construction activities - LAR200000.

Coverage under this general permit shall be limited to facilities discharging storm water as defined in
LAC 33:IX.2511.B.15 - small construction activities (greater than one acre but less than five acres), including smaller areas that are part of a larger common plan of development that cumulatively disturb at least one acre and those construction sites discharges designated by the State Administrative Authority to surface waters of the state.  Discharges which meet the eligibility requirements of Permit Part I.A are automatically regulated under the permit without submitting a notice of intent, in accordance with
LAC 33:IX.2515.B.2.e, and all conditions and requirements of the permit are applicable to these discharges.  If the LDEQ determines that coverage under the permit is inappropriate, submittal of an application for an individual LPDES permit may be required.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

 WATER DISCHARGE PERMIT

The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Town of Walker, Walker Wastewater Treatment Plant, P.O. Box 217, Walker, LA 70785.  The facility is located 12923 Pleasant Ridge Drive in Walker, Livingston Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this  source  made into Taylor Bayou, thence into Middle Colyell Creek, thence into the Amite River, waters of the state classified for primary contact recreation, secondary contact recreation, and propagation of fish and wildlife.  Under the SIC  4952, the applicant proposes to discharge treated sanitary wastewater from a publicly owned treatment works serving the Town of Walker.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.
