KINETICA PARTNERS LLC - SEPARATION & DEHYDRATION STATION

The LDEQ, Office of Environmental Services, is accepting written comments on a  Part 70 Air Operating Permit Renewal and Minor Modification for Kinetica Partners LLC (formerly the Tennessee Gas Pipeline Company), 224 Aviation Road Houma, LA  70363 for the Kinetica Partners LLC - Separation & Dehydration Station 508. The facility is located at 37137 Highway 3147, Kaplan, Vermilion Parish.

This permit was processed as an expedited permit in accordance with LAC 33:I.Chapter 18.

Kinetica Partners LLC requested a  Part 70 Air Operating Permit Renewal and Minor Modification for the Kinetica Partners LLC - Separation & Dehydration Station 508, an existing natural gas separation and dehydration station near Kaplan, Vermilion Parish.  Kinetica Partners LLC - Separation and Dehydration Station 508, contains equipment used for production, separation, and drying of natural gas and condensate/crude oil storage. The facility annually handles 657,000 MMscf (million standard cubic feet) of natural gas and 2,956,500 barrels of condensate/crude oil. The following changes are being made in this permit modification:

•             Addition of a TEG Dehydration Unit (D8/EQT031 and BL8/EQT035);
•             Addition of Level and Pressure Controllers (LC1/EQT032 and PC1/EQT033);
•             Deletion of a TEG Dehydration Unit (BL5/EQT020 and D5/EQT014);
•             Emissions from following units are being updated based on a new gas analysis for the facility:
-              TEG Dehydrator Reboilers (BL1-BL4/EQT016-EQT019 and BL6/ EQT21);
-              Glycol Reclaimer (BL7/EQT022);
-              TEG Dehydrators Still Vents (D1-D4/ EQT010-EQT013 and D6/EQT015);
-              High Pressure Flare (FH1/EQT008) and Low Pressure Flare (FL1/EQT009);
-              Generator Engines (G24/EQT004, G27/EQT005, P28/EQT006 and P29/EQT007); and
-              Barge Loading (LOAD1/EQT023);
•             Fugitive Emissions (FUG/FUG001) are being updated due to the changes at the facility.

This permit was reviewed for compliance with 40 CFR 70 operating permit program, the Louisiana Air Quality Regulations, NSPS, and NESHAP.  Prevention of Significant Deterioration (PSD) does not apply.  The facility is a minor source of toxic air pollutants (TAPs) pursuant to LAC 33:III.Chapter 51. 



A technical review of the working draft of the proposed permit was submitted to the facility representative and the LDEQ Inspection Division. Any remarks received during the technical review will be addressed in the “Worksheet for Technical Review of Working Draft of Proposed Permit”.  All remarks received by LDEQ are included in the record that is available for public review.

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Sewage Sludge and Biosolids Use or Disposal Permit prepared for the City of New Iberia and Sewer District No. 1 of Iberia Parish, 800 Sucrose Drive, New Iberia, LA 70560. The facility is a publicly owned treatment works (POTW) and preparer of sewage sludge into Class B Biosolids located at Tete Bayou Wastewater Treatment Plant, 200 Parker Street, in New Iberia, Iberia Parish.  

The LDEQ, Office of Environmental Services prepared the draft Louisiana Sewage Sludge and Biosolids Use or Disposal Permit for City of New Iberia and Sewer District No. 1 of Iberia Parish to prepare sewage sludge into Class B Biosolids and land apply the Class B Biosolids to agricultural land(s) for beneficial use. Upon expiration of the comment period, the Administrative Authority will issue a final permit decision.

PUBLIC HEARING AND REQUEST FOR PUBLIC COMMENT

The public hearing for this proposed permit is being rescheduled for Tuesday, August 18, 2015 and the comment period is being extended to Monday, August 31, 2015.

The LDEQ, Office of Environmental Services, will conduct a public hearing to receive comments on the proposed Minor Source Air Permit for Tubal-Cain Marine Services, 8737 Old Yacht Club Road, Port Arthur, TX 77642 for Tubal Cain Marine - LMR 225.  The facility is located at 6800 River Road, Baton Rouge, LA 70820 in East Baton Rouge Parish.

The hearing will be held on Tuesday, August 18, 2015, beginning at 6:00 p.m., in the Oliver Pollock room of the Galvez Building, 602 N. 5th St, Baton Rouge, LA 70802.  During the hearing, all interested persons will have an opportunity to present oral statements, views, recommendations, opinions and information on the proposed permit.  Additionally, written statements and other documents such as charts, data, and tabulations may be filed with the hearing officer at the hearing.

Tubal-Cain Marine Services requested a Minor Source Air Permit to construct and operate a barge cleaning facility.  At the LMR 225, barges will be emptied of their residual liquids and gas, then cleaned.  The residual liquid material in the barges will be pumped into storage tanks.  The storage tanks will only store the residual materials on a temporary basis.  These materials will be transferred to tank trucks for sale or appropriate disposal.  After the residual materials have been removed from the barges, the remaining vapors will be flared until it is safe to vent the barges to the atmosphere.

The facility will include a dockside mooring area, two working deck barges with ten (10) mounted 15,000 gallon storage tanks, diaphragm and centrifugal transfer pumps, transfer piping, a truck loading station, and an enclosed flare.  The facility will also include a 500 hp steam boiler to provide steam into the barge steam coil system, when necessary for heating cargo residue in a barge.

The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Cooper/T. Smith Stevedoring Co., Inc., Mid-stream Transfer Operations, P.O. Box 242, Darrow, LA  70725.  The facility is located at 3027 Highway 75, Darrow, Ascension Parish, which is the office location for weigh rig(s), derrick barges, maintenance barges, and deck barges, operating in any navigable waterbody in the state of Louisiana.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this  source  made into any navigable waterbody within the geographic boundaries of the State of Louisiana as defined in LAC33:IX.1123 (treated sanitary wastewaters will only be allowed to be discharged into the Mississippi River between River Miles 0 and 505 in Plaquemines, St. Bernard, Orleans, Jefferson, St. Charles, St. John the Baptist, St. James, Iberville, Ascension, East Baton Rouge, West Baton Rouge, Pointe Coupee, West Feliciana, Concordia, Tensas, Madison, East Carroll Parishes), waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife, oyster propagation, drinking water supply, agriculture, outstanding natural resource waters, and limited aquatic life and wildlife use (please note that not all waters of the state are classified for all designated uses).  Under the SIC  4491, the applicant proposes to discharge maintenance ballast and void water, equipment/deck washdown water, and treated sanitary wastewater from an existing marine cargo, midstream bulk material handling, and general stevedoring facility.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

The LDEQ, Office of Environmental Services, is accepting written comments on the proposed Part 70 Air Operating Permit Renewal/Modification for EXXONMOBIL Refining and Supply Company, Post Office Box 551, Baton Rouge, LA 70821 for the EXXONMOBIL Refining and  Supply Company - Anchorage Tank Farm.  The facility is located at 1420 Lafiton Lane, across the Mississippi River from the ExxonMobil Baton Rouge Refinery in Port Allen, West Baton Rouge Parish.

EXXONMOBIL Refining and Supply Company requested a renewal and modification of the Part 70 Air Operating Permit for the EXXONMOBIL Refining and  Supply Company - Anchorage Tank Farm.  The Anchorage Tank Farm (ATF) stores various refinery streams.  The facility consists of fixed roof, internal floating roof (IFR) and external floating roof (EFR) tanks of various capacities.  The facility also has a natural gas fired boiler.  The ExxonMobil Refining and Supply Company uses this facility to receive crude oil brought in by pipeline, ships and barges and then transfers the crude oil across the Mississippi River to the BRRF.

In this modification ExxonMobil proposes the following:
•Remove Tanks ATF/TK1516 and ATF/TK1519 from CRG005 and from the permit as these tanks have been dismantled.
•Revise the regulatory applicability for ATF/TK1525, ATF/TK1536, ATF/TK1538, and ATF/TK1539 to show that these tanks comply with 40 CFR 60 Subpart Kb.  These tanks have been reconstructed and are being included in a new common requirements group.
•Remove IFR Tank ATF/TK 1500 and Specific Requirement 19 from CRG0001 and list Specific Requirement 19 separately under Tank ATF/TK1500.  This tank is an IFR included in the STERPA agreement.
•Remove IFR Tank ATF/TK 1505 and Specific Requirement 85 from CRG0004 and list Specific Requirement 85 separately under Tank ATF/TK1505.  This tank is an IFR included in the STERPA agreement.
•Remove Tanks ATF/TK1523 and ATF/TK1539 from CRG0005, as these tanks have been reconstructed and are now subject to NSPS Kb.
•Remove the individual requirements starting with Specific Requirement 140 listed under Tank ATF/TK1509X as Tank ATF/TK1509X is included in CRG0001; these are redundant requirements.
•Add existing but non-quantified hydrogen sulfide (H2S) emissions to crude tanks;
•Limit the non-emergency hours of use for Emergency Diesel Engines P-13 and P-22, to 100 hours pursuant to 40 CFR 63 Subpart ZZZZ, with unlimited hours for emergency use.

The company is also requesting reconciliation of emissions due to emission factor updates.

The facility is a minor source of criteria pollutants, a minor source of CO2e, greenhouse gas emissions, an area (minor) source of HAPs, and a minor source of TAPs.  The facility is contiguous with the Anchorage Chemical Terminal, which is operated by Intercontinental Terminals Company, and also owned by EXXONMOBIL Refining and Supply Company.

These facilities are located in West Baton Rouge Parish which is a parish that is designated marginal, non-attainment, for ozone.  Both facilities are considered minor sources for criteria pollutants, under the NNSR program, LAC 33:III.504, but because of LAC 33:III.504.M.2, offset provisions, the facilities have elected to keep their Part 70 Operating Permit status.



A technical review of the working draft of the proposed permit was submitted to the facility representative and the LDEQ Inspection Division.  Any remarks received during the technical review will be addressed in the “Worksheet for Technical Review of Working Draft of Proposed Permit”.  All remarks received by LDEQ are included in the record that is available for public review.
