Modification to their Hazardous Waste Permit

Rhodia Inc. in Baton Rouge, Louisiana located at 1275 Airline Highway, Baton Rouge, Louisiana is notifying you of a Class 1 Permit Modification to their Hazardous Waste Permit, LAD008161234, which became effective May 26, 2009.  As required by the Louisiana Department of Environmental Quality (LDEQ) regulations, Rhodia, Inc. is mailing this notice to everyone who has requested that they be notified of hazardous waste-related activities at the Rhodia, Inc. Baton Rouge Facility and is on the LDEQ facility mailing list maintained and provided by LDEQ. 

Rhodia, Inc. has submitted to the LDEQ a notification of a Class 1 Permit Modification to its Hazardous Waste Operating Permit in accordance with LAC 33:V.321.C.
Rhodia has submitted a Class 1 Permit Modification for minor piping modifications to the stainless steel piping originating at the TS Unit #2 direct burn bay to the #2 Sulfuric Acid Regeneration Unit (SARU #2).  Rhodia has removed approximately 40 feet of stainless steel piping that connects the TS Unit #2 direct burn bay to SARU #2.  This section of pipe has been replaced with approximately 20 feet of stainless steel piping.  Minor modification in the placement of the new section of stainless steel pipe has allowed Rhodia to reduce the line length by 20 feet.  The changes in placement will allow easier access to the line during maintenance activities.  The modification of piping will not alter furnace design or operation.  This change will not alter the permit conditions or reduce the capacity of the facility to protect human health and the environment.

A Class 1 Permit Modification is the most minor type of permit modification.  This modification will not adversely change any hazardous waste operations at the site.

Explo Systems, Inc. NOTICE of Modification to their Hazardous Waste Permits

Explo Systems, Inc. (Explo), located at 1600 Java Road, in Minden, Louisiana, Webster Parish, is notifying you of a Class I Permit Modification to their Hazardous Waste Permits: LAR000072223-RDD-MO-1 and LAR000072223-OP-1.  We are notifying all persons on LDEQ’s facility mailing list who have requested notification of hazardous waste-related activities at the Explo Camp Minden Thermal Treatment facility.

Explo has amended its Integrated Emergency Response Plan in order to update telephone numbers and emergency coordinator information. Authority for this change is in accordance with procedures in Louisiana Administrative Code (LAC) 33:V.321.C as allowed by LAC 33:V.322.B.6.d (changes in names, addresses, or phone numbers of coordinators or other persons or agencies identified in the contingency plan).

This modification will not adversely change any hazardous waste operations at the Explo Camp Minden Thermal Treatment facility.

GULFPORT ENERGY CORPORATION SYNTHETIC MINOR SOURCE AIR OPERATING PERMIT


The LDEQ, Office of Environmental Services, is accepting written comments on a proposed initial synthetic minor source air operating permit for Gulfport Energy Corporation, 14313 N May Ave, Ste. 100, Oklahoma City, OK 73134 for the Gulfport West Hackberry Hilcorp Lease.  The facility is located approximately 2.5 miles northeast of Hackberry on Highway 27, Hackberry, Cameron Parish.

Gulfport Energy Corporation requested a synthetic minor source air operating permit for a new oil and gas production facility. The facility contains equipment used for the production, separation, and drying of natural gas and the storage of condensate, crude oil, and produced water. Total VOC's will be capped at 98.12 tons per year for the entire facility.

The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Mo-Dad Utilities, LLC, Arbor Walk Subdivision, P.O. Box 790, Denham Springs, LA 70727.  The facility is located off Walker South Road, 0.11 miles north of Ridgecrest Drive on Arbor Walk Drive, in Denham Springs, Livingston Parish.

The principal discharge from this  source  made into an unnamed drainage ditch, thence into Felder Bayou, thence into West Colyell Creek, waters of the state classified for primary contact recreation, secondary contact recreation, and propagation of fish and wildlife.  Under the SIC  4952, the applicant proposes to discharge treated sanitary wastewater from a privately owned treatment works serving the Arbor Walk Subdivision and South Fork Elementary and Junior High School.

The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for JELD-WEN, Inc. dba JELD-WEN, JELD-WEN, 465 Tannehill Road, Dodson, Louisiana 71422.  The facility is located 465 Tannehill Road in Dodson, Winn Parish.       

The principal discharge from this  source  made into Brushy Creek, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife.  Under the SIC  2493 and 2851, the applicant proposes to discharge treated sanitary wastewater, refiner condensate blowdown, biofilter blowdown, non-contact cooling water, boiler blowdown, boiler softener regeneration wastewater and boiler building floor drains wastewater from a proposed wood products and paint manufacturing facility.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

This permit was processed as an expedited permit in accordance with LAC 33:I.Chapter 18.

The principal discharge from this  source  made into local drainage, thence into Darby Coulee, thence into Anselm Coulee, thence into the Vermilion River, waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife, and agriculture.  Under the SIC  4952, the applicant proposes to discharge treated sanitary wastewater from a publicly owned treatment works serving the Milton Ridge Estates Subdivision.
