PUBLIC NOTICE
LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)
COOPER/T. SMITH STEVEDORING CO., INC. / MID-STREAM TRANSFER OPERATIONS
 WATER DISCHARGE PERMIT

The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Cooper/T. Smith Stevedoring Co., Inc., Mid-stream Transfer Operations, P.O. Box 242, Darrow, LA  70725.  The facility is located at 3027 Highway 75, Darrow, Ascension Parish, which is the office location for weigh rig(s), derrick barges, maintenance barges, and deck barges, operating in any navigable waterbody in the state of Louisiana.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this  source  made into any navigable waterbody within the geographic boundaries of the State of Louisiana as defined in LAC33:IX.1123 (treated sanitary wastewaters will only be allowed to be discharged into the Mississippi River between River Miles 0 and 505 in Plaquemines, St. Bernard, Orleans, Jefferson, St. Charles, St. John the Baptist, St. James, Iberville, Ascension, East Baton Rouge, West Baton Rouge, Pointe Coupee, West Feliciana, Concordia, Tensas, Madison, East Carroll Parishes), waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife, oyster propagation, drinking water supply, agriculture, outstanding natural resource waters, and limited aquatic life and wildlife use (please note that not all waters of the state are classified for all designated uses).  Under the SIC  4491, the applicant proposes to discharge maintenance ballast and void water, equipment/deck washdown water, and treated sanitary wastewater from an existing marine cargo, midstream bulk material handling, and general stevedoring facility.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax.  Comments and  requests for public hearings must be received by 4:30 pm CST, THURSDAY, MAY 1, 2014.  Delivery may be made to the drop-box at 602 N. 5th St., Baton Rouge, LA 70802.  U.S. Mail may be sent to LDEQ, Public Participation Group, P.O. If LDEQ finds a significant degree of public interest, a public hearing will be held.  LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.

The application, draft permit and  are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA.  Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays).  The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
