Methanex USA PROPOSED PART 70 AIR OPERATING PERMIT MAJOR MODIFICATION

PROPOSED PART 70 AIR OPERATING PERMIT MAJOR MODIFICATION AND PREVENTION OF SIGNIFICANT DETERIORATION PERMIT MODIFICATION

The LDEQ, Office of Environmental Services, is accepting written comments on a proposed Part 70 Air Operating Permit major modification and a proposed Prevention of Significant Deterioration (PSD) Permit modification for Methanex USA, LLC, Post Office Box 85330, Baton Rouge, LA 70884 for the Geismar Methanol Plant. The facility is located at 4279 Hwy 73, Geismar, Ascension Parish.

Methanex USA, LLC requested a Part 70 Air Operating Permit major modification and a Prevention of Significant Deterioration (PSD) Permit modification for their proposed Geismar Methanol Plant.



This permit was processed as an expedited permit in accordance with LAC 33:I.Chapter 18.

The Methanex Geismar Methanol Plant will include two units (Geismar I and Geismar II) and produce 6,000 metric tons per day of refined methanol from natural gas feedstock.  The process uses a single quench-type converter to carry out the methanol synthesis reaction and a two distillation column system to produce refined methanol.

A technical review of the working draft of the proposed permit was submitted to the facility representative and the LDEQ Inspection Division. Any remarks received during the technical review will be addressed in the “Worksheet for Technical Review of Working Draft of Proposed Permit”.  All remarks received by LDEQ are included in the record that is available for public review.

GEORGIA-PACIFIC HAZARDOUS WASTE POST-CLOSURE PERMITS

PUBLIC HEARING AND REQUEST FOR PUBLIC COMMENT ON THE DRAFT MODIFIED HAZARDOUS WASTE POST-CLOSURE PERMITS

The LDEQ, Office of Environmental Services, will conduct a public hearing to receive comments on the draft modified hazardous waste post-closure permits for Georgia-Pacific LLC, P.O. Box 629, Plaquemine, Louisiana, 70765-0629 for the North South Pond and the EDC Basin and associated ditches. The facility is located at 26100-B La Highway 405, Plaquemine, Iberville Parish.

The hearing will be held on Tuesday, September 10, 2013, beginning at 6:00 p.m., at the Iberville Parish Council Meeting Room located in the Courthouse Building, 2nd Floor, 58050 Meriam Street, Plaquemine, LA 70765-0389.  During the hearing, all interested persons will have an opportunity to present oral statements, views, recommendations, opinions and information on the proposed permit.  Additionally, written statements and other documents such as charts, data, and tabulations may be filed with the hearing officer at the hearing.

Under these proposed Class 3 permit modifications, Georgia-Pacific LLC will implement several modifications to the Post-Closure Hazardous Waste Permits for the North/South Organic Pond and the EDC Basin and associated ditches.  The modifications include changes to the groundwater monitoring system, which includes the removal of the requirement to monitor for the constituents listed in LAC 33: V.3325, Table 4, the replacement of MCLs with ACLs as the groundwater protection standard and changes in the frequency of groundwater monitoring for both areas.

This permit was processed as an expedited permit in accordance with LAC 33:I.Chapter 18.

The public hearing will be conducted in accordance with La. R.S. 30:2017, which addresses the authority of the hearing officer, provides for the order in which speakers will be allowed to speak and the length of time allocated to each speaker.  A hearing officer will preside over the public hearing.  This will be a formal hearing for the purpose of gathering facts and information.  It will not include a “question and answer” component.  In accordance with La. R.S. 30:2016, the hearing will be transcribed and become a part of the official public record.

In accordance with Louisiana Administrative Code Title 33, Chapter V, Sections 321.C.1.a.ii, 717.A.1.b, d, and e, Chemical Waste Management, Inc. (CWM), located in Carlyss, Louisiana is notifying you of a Class 1 Permit Modification to our Hazardous Waste Permit.  A Permit Modification Determination request was submitted to the Louisiana Department of Environmental Quality (LaDEQ) on June 12, 2013.  After consideration by LaDEQ, it was determined that a Class 1 permit modification classification was appropriate.  The notification, herein, is being sent to all persons on the Louisiana Department of Environmental Quality’s facility mailing list who have requested notification of hazardous waste-related activities at the CWM site and to pertinent units of state and local government.

The minor permit modification involved a slight change in operation of the enclosed bays of the facility’s 801 Building.  In addition to using the enclosed bays for mixing wastes for bio-treatment, the bays will also be used for solidifiying wastes for off-site incineration/thermal treatment.

The modification does not adversely change any hazardous waste operations at the CWM facility.

The LDEQ, Office of Environmental Services, is accepting written comments on the following Notice of Intent (NOI) submitted for coverage under the reissued LPDES General Permit for Discharges from Small Municipal Separate Storm Sewer Systems: City of Breaux Bridge (LAR041016), 101 Berard Street, Breaux Bridge, LA 70517, St. Martin Parish.

Coverage under this general permit is available to facilities operating a source or conducting an activity that results in a discharge into the waters of the state.  Discharges covered under this general permit include storm water from regulated small municipal separate storm sewer systems.  This Department may issue general permits for certain categories of facilities or activities where individual permits are not necessary in order to adequately protect the environment or the public health.

To be covered as a permittee under this general permit, a Notice of Intent (NOI) form MS4-G must be submitted to this Office by the MS4 operator(s).  Notification forms may be obtained by contacting this Office at (225) 219-9371 or (225) 219-5337 (Customer Service) and will be available on the LDEQ web page at http://www.deq.louisiana.gov/portal/DIVISIONS/WaterPermits/LPDESPermits.aspx.

Per the requirements of LAR040000, any NOI and Storm Water Management Plan submitted for authorization under this general permit will be placed on public notice on LDEQ’s website and in at least one local circulation.  After a review of the submittal(s) and a minimum 30 day public comment period, this Office will issue written notification to those applicants who are accepted for coverage under the general permit.

An annual maintenance and surveillance fee will be assessed for this permit.

During the preparation of the general permit, it has been determined that the discharges will have no adverse impact on the existing uses of the receiving water bodies.  As with any discharge, however, some change in existing water quality may occur.
